PLANNING COMMISSION MEETING MINUTES
JANUARY 29, 2014
EVENDALE MUNICIPAL BUILDING
The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by Chris Patterson at 6:00PM on January 29, 2014. Attending were EPC members Chris Patterson, Mark Ferguson, John Richey, Jan Moore and Council Representative Catherine Hartman. Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Landscape Architect,) and Kathy Farro (Legal Advisor.)
New Business
1. Election of New Chairman and Secretary
The floor was opened for nominations for Chairman. A motion was made, seconded and approved for nomination of Chris Patterson. There were no other nominations. Chris Patterson was elected Chairman by a 5-0 vote.
The floor was opened for nominations for Secretary. A motion was made, seconded and approved for nomination of Jan Moore. There were no other nominations. Jan Moore was elected Secretary by a 5-0 vote.
2. GE Aircraft Engines, One Neumann Way
Preliminary Review for Family Health and Wellness Center
Robin Novak and Greg Marentic of GE presented design plans for a new GE Family Health and Wellness Center.
The new 15,000 ft2 building will be located on the I-75 side of the site. The building will include medical offices for visiting doctors and occupational medical facilities which will be relocated from another building. There will be easily accessible bays to accommodate emergency vehicles.
The building location has been coordinated with ODOT to be consistent with planned changes to the I-75 access road and ramps. The building is planned for completion by the end of 2014 to enable a soft opening in January 2015.
No other issues or concerns were raised.
3. Mr. Clean Car Wash, 10199 Reading Road
Preliminary Review of Changes to Site
Ken Littrell presented preliminary plans for modifications to the Mr. Clean Car Wash. Mr. Littrell purchased the business in November 2013. He owns several Clean Sweep car washes in Lexington area. He anticipates changing the name of the Reading Road car wash to Clean Sweep within the next year. Mr. Littrell noted that his Lexington car washes have received awards for landscaping. He plans to reapply his attractive landscaping approach to the Mr. Clean car wash, but there are no immediate plans for landscaping changes.
Mr. Littrell reviewed plans to add self-service vacuuming at the Mr. Clean Car Wash. One bay of full-service vacuuming will be removed to accommodate self-service vacuums and associated parking spaces along the south side. A question was raised about noise level. Mr. Littrell said the self-service vacuum system is quieter than the current full-service vacuums.
No other issues or concerns were raised.
Public Hearing
1. Consideration of a text amendment to the Village of Evendale Zoning Code section 1246.05, deleting Type-A Family Daycare Home in the Residential District.
No one attended to make public comment. A motion was made, seconded and approved to close the Public Hearing.
Continuation of New Business
1. Consideration of a text amendment to the Village of Evendale Zoning Code section 1246.05, deleting Type-A Family Daycare Home in the Residential District.
Chris Patterson framed the issue as a question of policy or procedure. General consensus was the current zoning code adequately provides for conditional use permit of a Type-A Daycare. If a future permit is requested, the Village should ensure robust procedures are followed to ensure the standards are met for conditional use application.
A motion was made to delete Type-A Family Daycare. There was no second. After further discussion, a motion was made to recommend no change to the zoning code. This was seconded and passed 5-0.
Old Business
1. Senior Housing
Jan Moore reported findings and conclusions from the Senior Housing Survey which was distributed and collected at the January 13 Village Meet and Greet. Twenty-six Evendale residents, age 62 or older, completed the survey. The survey results were summarized as follows:
• Evendale senior residents have strong interest in senior housing options within Evendale.
o 76% say a small scale development should be permitted.
o Importance of staying in Evendale was rated 3.9 on 5-point scale.
o 45% plan to move into a different housing arrangement within next 5-10 years.
• However, there is not an urgent demand.
o 92% plan to stay in current home as long as possible.
o 95% would move only when medical/financial condition requires it.
• Most will likely move from current home to assisted living (78% maybe or likely) or skilled nursing (80% maybe or likely). A multi-level care facility has strongest appeal with 28% rating this option as highly likely.
• About half will consider a condo/patio home for seniors only, but this housing option does not have strong appeal as only 12% rated this option as likely and 36% rated the option as not likely.
Overall conclusion was Evendale seniors would like to have senior housing options in Evendale, but due to the small population size and range of needs regarding timing, affordability and level of care needed, it is unlikely a senior housing development would be primarily filled with Evendale residents. If senior housing is pursued, we will need to consider other potential benefits to the Village and possible negatives.
Catherine Hartman shared that what she has heard from residents is a desire for ranch-style homes with very small lots. However, most of the current land owned by the Village is not in the residential area, and there is very little available land within the residential area.
A motion was made to recommend Council hire a market research consultant to assess market demand by pricing level for patio-type homes within Evendale. The motion was seconded and passed 5-0.
Internal Business
1. Minutes
The minutes from the November 19, 2013 were reviewed. A motion was made and seconded to adopt the minutes without amendment. The motion passed without dissent, 5-0.
Adjournment
On a motion made and seconded, the meeting was adjourned at 7:10pm on a 5-0 vote.
The next regular meeting is scheduled for Tuesday, February 18, at 6:00 PM.
